I a Chinese man's car in a parking lot, and
it was obvious he staged it, since he pulled
up behind me just as I was backing out.  Then
he got on the phone to somebody and talked in
Chinese for twenty minutes and insisted we not
call the police to make a report.  People should
know these kinds of accidents are usually
fraud rings, but how to react to something like
this I don't know.  I told my insurance agent
about it, that's all I know to do.
